Coque

A central community in Recife, in Pernambuco, on the banks of the Capibaribe river, one of the city's oldest favelas and a focal point of long-running community organizing and academic collaboration.

Around 40,000, by widely cited Prefeitura do Recife estimates; IBGE aglomerados subnormais figures for the area are lower.

Geography and setting

Coque occupies low ground in central Recife along the Capibaribe river. The Recife metropolitan area's network of rivers and tidal channels has historically produced flood-prone informal occupations; Coque is in this category. The location places the community in immediate proximity to central business districts and major transit nodes.

History

Settlement of the area dates from the early twentieth century. The community grew through the postwar decades and consolidated through the 1960s and 1970s. Coque has been the subject of sustained partnership with the Federal University of Pernambuco (UFPE), through projects including the Núcleo de Antropologia e Imagem at UFPE, and with the Brazilian Public Defender's Office on housing-rights cases.

Estimates vary. Municipal figures place the population around 40,000.

Economy and infrastructure

The community has developed commerce, full or near-full water and electricity service, and persistent sewerage and drainage challenges related to its riverside location.

Public security

Recife's security profile differs from Rio's; the Pernambuco state Pacto Pela Vida program, launched in 2007, became a recurring reference in debates over public-security policy in the Northeast.

Culture and notable residents

The community has produced significant cultural and political figures, including community-organizing leaders central to Recife's housing-movement history. The Coque (R)existe collective has documented community life through media and cultural production from the 2000s.
